Strictly MCU... inclusive (and dated partly) of the Captain America: The First Vengeance tie-in comics. (Nothing from the movie is contradicted, but it shows Bucky and Steve's first meeting, where they were when Pearl Harbor attack news hit NYC, that kind of thing.)

Anything that was in his files! And possibly some stuff from the Commandos, since he might have heard from them/those that lived by the time he got clearance. So maybe not his favorite color or food or the number of girls, but his blood type and his marksmanship results? Yep.

What might Phil know about your character from S.H.I.E.L.D. files that isn't touched on in MCU canon? At least the basics of Natasha's training in the Red Room, most if not all of her major missions while working for the Russians, probably the existence of the Winter Soldier and that Natasha knew/trained with him (though not that he's Bucky :|)
What wouldn't he know? Uhhhh... not a lot, actually. She didn't get to keep a lot of secrets when she first joined SHIELD - Coulson's probably one of the few people who actually has access to that information, but yeah.

Tony Stark | Iron Man
The application and my playing to this point has been based strictly on MCU canon. I haven't read enough of 616 Tony to reliably include it.
What might Phil know about your character from S.H.I.E.L.D. files that isn't touched on in MCU canon?
All public information about Iron Man, a lot of information about Tony. Based on his 'infiltration' of Stark Tower (12% Pepper's fault), he'd have some solid intel on the state of Stark Industries I would expect.
What wouldn't he know?
The exact specs of the Mark VI armor. Tony's pretty careful about that.

I'm pretty new to Tony, but not very particular. He's from the end of Iron Man 2, for the record, though he'll be canon-updated to witness his Avengers role.

with dashes of headcanon! Because what am reading comics beyond the movie tie-in \8D/What might Phil know about your character from S.H.I.E.L.D. files that isn't touched on in MCU canon? (Remember, Phil has a level 7 security clearance, so he Knows Things.) Anything that might be in the files! SSR -> SHIELD, so I imagine there are records of her and all the stuff she did. Probably her connections to Project Rebirth, her experiences in the war, her training, and various missions and things, etc o/ AGENT THIRTEEN WAS A BADASS and I sort of headcanon that she did lots of undercover stuff before and during working with the SSR
What wouldn't he know? ...probably about the whole ~romantic tension~ between Steve and Peggy? I doubt it's on any kind of official record, since they were never very public about their feels. Rumors of it, potentially, though I don't think those who did know would gossip much about it; but he could probably recognize/realize that she's the woman in Steve's compass picture (from all the war videos and stuff, which I assume he's watched because Coulson and he's got the clearance and interest), and thus infer from that what he will. But I don't imagine much is known.
